Provide Assistance with Insurance Affordability

Increase Access to Affordable Health Care for all Vermonters

The State has several programs to improve the affordability of health insurance for Vermonters.

The State provides premium assistance for Catamount Health on a sliding scale basis to Catamount enrollees with incomes under 300% of the federal poverty level (FPL).

The State also provides premium assistance to individuals and families with incomes under 300% FPL to enroll in their Employer-Sponsored Insurance (ESI) plan.

To encourage more enrollment in public health programs, premiums were reduced for the Vermont Health Access Plan (VHAP), the Medicaid expansion program for adults up to 185% FPL, and for Dr. Dynasaur, the State’s coverage for children up to age 18 in households up to 300% FPL.

In addition, Vermont is examining reforms to make the cost of current insurance products available for individual purchase (the non-group market) more appealing and affordable using a report from a national expert as a guide.
