1115 Global Commitment to Health Waiver

Vermont received approval from CMS effective October 24, 2016 to extend the Global Commitment to Health Section 1115 Waiver for the period of 1/1/2017 through 12/31/2021.  More information about the waiver is available on the Department of Vermont Health Access website


All-Payer Model Proposal September-October 2016

The proposed All-Payer Model Agreement is a framework that supports Vermont's goals of:

  1. Limiting health care cost growth to no more than 3.5% in aggregate costs across all payers.
  2. Increasing access to primary care.
  3. Improving the health outcomes of Vermonters.

The agreement is the result of over a year of direct negotiation between CMS, the Administration, and the GMCB.
